David is a consultant specialising in raising the quality of learning and business quality improvement. He was chief inspector and chief executive of the Adult Learning Inspectorate (ALI) until 2007. With ALI’s quality-assessment and improvement service, work-based learning doubled in quality between 2000-2007 in terms of both provider performance at inspection and learner achievement rates. David worked in national inspection for 14 years, preceded by 18 years as a senior manager in further and higher education. He was a college principal for 12 of these years. In addition to work as a director of Beyond Standards Limited, David was a board member of QCA until 2009. Now chair of the National Skills Academy for Social Care and chair of GTA England. He writes about quality matters and is co-author of a book to be published in 2008. David has substantial international experience including current work developing technical training in the Middle East.
