John has a broad base of experience and expertise covering most aspects of the further education and skills system.
Until November 2010 he was Director of Further Education in the Department for Business Innovation and Skills where he was responsible for further education and lifelong learning policy. Immediately prior to this he was Director of Improvement Group in the Department for Innovation Universities and Skills. He worked in Whitehall through the formation of the coalition government and with new ministers during the 2010 Comprehensive Spending review.
During his earlier career he had extensive experience of inspection and quality improvement work, designing inspection regimes and leading Ofsted’s post 16 work as a designated HMI. Immediately prior to this he spent several years as part of the senior management team of the Adult Learning Inspectorate. He has also held senior positions in education business partnerships, local authorities, and a Chamber of Commerce Training and Enterprise, having originally started out as a teacher.
John has recently led policy and strategy development in a wide range of fields including apprenticeships, information advice and guidance, qualifications reform, informal adult learning, lifelong learning accounts, quality improvement and assurance, offender learning and course labelling. He has extensive experience in the design and implementation of complex, high value change programmes and has worked closely with most of the key stakeholders in the learning and skills system.
John has a particular interest in designing and implementing strategies to improve performance at institutional and system level, and in working at the interface between business and the further education delivery system, especially in ensuring that skills supply meets business needs. He has a long term interest in the successful development of the apprenticeship programme.
He is a college governor and has chaired the governing body of a secondary school.
